Rents between landlord and tenant can be freely negotiated. However, the tenant has the right to first refuse to renew a tenancy contract. If he cannot agree with the landlord, he can arbitrate the rental amount in court. adhunters

A lease must be written for more than one year. If the period does not appear in the contract, the contract is considered to be indefinite.

On expiry, the leasee shall be entitled to renovate for the same period and for a new term except if the previous contract has exceeded twelve months. In that case, unless the parties agree otherwise, the contract shall be renewed for twelve months.

The landlord may propose, in writing, changes to the terms of the rental, including the contract period and rent amount, not later than three months and not earlier than six months before the contract expires (or where the lease is for a term shorter than 12 months, not later than one month before the expiry of the lease).

Should that tenant disagree, the tenant shall inform the landlord in writing, or the landlord shall be deemed to have agreed, within one month after the receipt of the notification, to apply to the court for the determination of the contract terms of lease through a judicial proceeding.

The leasant can dissolve the lease one month in advance by warning the landlord in writing.

The leaser’s family members have the right to occupy.

The landlord can expel the landlord:
If the tenant does not pay for at least three months rent or utilities
If the loaner or his family or other co-residents destroy or harm the home
If they create conditions that prevent people in the neighborhood from leading a normal life

The landlord does not have to offer an alternative dwelling in these cases.

Brief History: Lithuanian landlord and tenant law recent changes

On 11 March 1990, the housing stock was quickly privatized following the re-foundation of the State of Lithuania. Today, 97,6% of the residential stock is private. The leasing sector is very small — if the 8 per cent of population who live in friendly buildings are excluded, according to statistics from Lithuania, only 3 per cent are leased from a private person (though the Free Market Study produces higher figures).

Since 1990, state-led construction has collapsed and no compensation has been given to the private sector. As a result, the number of newly finished homes has dropped dramatically from 22,100 in 1990 to 3,785 in 2001. A related change is that more single-family homes are being built in proportion. Lithuania’s housing stock primarily offers one to two room homes (54.3 percent), although it is true that the households in Lithuania are small with an average of 2,6 people.
